All souls of the Eldar go to Slaanesh unless trapped by a soulstone at point of death or wrested from Slaanesh by the Laughing God. Harlequins are an odd exception to this. Dark Eldar, too, go to Slaanesh upon death, but they do not protect themselves from this.
