I remember that there was 3 different types of play. There was the side scroll shoot them up. There was also the part in the jails where it was "3d" and the building climb.

A 2d game where you are supposed to escape from alcatraz
by killing (shoooting) guards that ar in your way. (it has been a long time since I played it, so thats abiut all i can remember)
