Daraku Tenshi: The Fallen Angels is one of the most beautiful 2D fighters Ive seen. Unfortunately, I played it on the MAME emulator and it has no sound, no character endings, and is in Japanese.
Apparently, the city the characters are in has broken off from the mainland during an earthquake, and everyones fighting to stay alive. The main boss is Carlos, who fights with a sword, and his bodyguard Trigger who shoots at you.
The gameplay is great, except for the fact that the AI doesn't seem to be very good. Anyone with any standard fighting game experience should make it through in a relatively short amount of time. The backgrounds and character animations are som of the best Ive seen. All in all, if you enjoy fighters and have a chance to play this game, give it a look.
