I purpose that if there is no game interaction when a character is dismounted, then riding should not apply. Otherwise all games where a player is permanently mounted on an animal would count. Especially racing games with mounted animals where the player never dismounts (unless perhaps the game is over). Joust counts, because dismounted enemies are flug through the air (in the form of an egg) and can eventually obtain another mount unless 'collected' by the player before that happens. Banjo-Kazooie does not, because the characters are never separated (not to mention either one can carry the other as needed). After all, if a character and mount are never separated, the mount could very well be a character with cargo.

If we do this, then we _must_ consider the mount to be the protagonist, and mark the games as such.

Also, games where this is not optional are pretty much all flagged with simulation and/or racing, so there's some difference in there. And even if we were to go with the exclusion of such games, there'd rise a need for another tag to identify those (with another tag), and I have no ideas for that.
