One player to four players alternating dynamically cooperative or competitive play. Game is designed for both cooperative and competitive strategies.

The player(s) begin with $700 and can play keno, roulette, blackjack (21), and/or slot machines. The player is interrupted by people that ask for various things for various reasons. Either one of the player's choices could have good or bad results (random). Sometimes the people are thieves. Some times they are friends. The results are broadcasted on the local news. Male players can meet many women named Ms. Sophie and date or marry them, continually. Females are presented Mr. James. Beating the game can be accomplished by making 10 million dollars. The mechanics of the games are notable flawed and do not follow the same rules as their real-life counterparts. For instance, it is possible to earn a blackjack by drawing 21 identical Ace of Spades cards, even when the dealer has an Ace of Spades showing. Games can be continued via passwords but the passwords the game generates usually do no work. Cigarettes and strong language, consistent with any 1990 Vegas casino, are present in the Japanese version which is also entirely in English.
