The water is no longer calm.

In the game's backstory, humanity engaged on an endless war as the resources on the surface dwindled and were insufficient to sustain their desired level of living (or any level for that matter). The wars eventually destroyed the surface world completely, making it incapable of sustaining life of any sort. So the remaining humanity live out their lives below the devastated surfaece, in the depths of the oceans.
