If the game has a story, player may not have as free reign over their dominion as they would like as the story may be too linear to handle (allow) it.
The so called politics may force even the absolute ruler to concede to the requests of other rulers, though mainly only when it serves their purposes or when the other has greater military strength.
This is also applicable to games where the player is in control of a company.
Note that this is NOT intended to replace 4X strategy, political simulation or grand strategy genres where absolute rulership is the norm (or at least very common).
