8 bit color was rarely used as non-indexed (332: 3 red bits, 3 green bits, 2 blue bits) direct color display as it severely limited its usefulness with no real benefits. Indexing also allows for very specific color theme usage instead of being locked to very specific colors which was a problem with CGA/EGA.
