This is generally things like causing the character to better hide themselves behind the cover, able to peek around it without putting themselves into harms way, shooting from behind them without getting in the line of fire (albeit with significantly reduced accuracy).
In strategy games this can appear as less directly through "cover bonus" which increases the unit's damage resistance and likely other traits as well.
Ergo, this is not when player can move behind an object to avoid fire, but the player can use that object besides that.
