This generally refers to player being able to add and remove as many and whatever kind of clauses they want to the treaties, instead of having only premade treaties available.
Examples:
* Duration of the treaty (e.g. a trade agreement having duration of a year so it can be revised in the future to match conditions then)
* What is required for the treaty to be successful (what either side is required to do)
* Conditions for failure or end of treaty (in case they are different from above)
* Effects of failure (e.g. you demand tribute and failure to provide it means war)
