Player can distract others briefly, such as by tossing an object somewhere to cause noise for the enemies to investigate.

This is for the activity of distracting, generally infinitely redoable action that distracts enemies, while decoys is for usage of items, devices, etc. that have potentially finite uses or serve as distraction in more physical manner.

Unlike decoys, distracting is useless or inefficient if you've already been detected.
