If you can only dual-wield related weapons, then use the normal dual wielding tag, even in cases of a club and axe being dual-wielded (both are single-handed melee weapons).

This is not when you have to switch hands to use the tool in the other hand, that's closer to quick weapon slots or other quick weapon switching in most games.
