Meaningless technobabble is not qualifier for hard sci-fi, though one could presume some techno-fantasy would try to veil itself as hard sci-fi via it. Anyone even remotely familiar with the subjects will know that they're not making any reasonable amount of sense, though. These are best regarded for the scientifically accurate works that greatly differ from regular Sci-Fi with their clearly fantastic technologies.
