Winged Pixel, Bethesda Softworks and Harebrained Schemes has published most of these games

If this is done via some indefinitely re-usable feature such as getting randomly generated hirelings from a building (e.g. a barracks), see recruiting instead.

Note that this does not require that the characters are actually paid, only that you can get them to join one way or other and they are not related to the plot (would overlap with companion and/or group tags).
