For example, gruesomely murdering or otherwise torturing someone in front of others should make the others fearful of you at the very least.

Not so much for cases where this is limited to pre-built dialog choices or similar. And not when this is only happens when you use some skill or spell with "fear" status effect.

Nor should cases where this is limited to creatures with "cowardly" trait or such be included (e.g. Skaven slaves in Warhammer).
