For strategy games this means the leader (the protagonist) is taking active part in the activities, she can be located in the game world and can move about like anyone else. Otherwise it can be assumed the protagonist is either holed up in the supreme headquarters (capitol) or some other location which can't be reached or which's destruction would spell doom for the campaign anyway.
