At its core, metafiction means "fiction about fiction", so any fictional work about fictional work within the setting qualifies, but note that the fiction within the fiction needs to be seen as fiction within it as well. So fiction about Book of Thumbs is not metafiction if that book is non-fiction within the setting.

This is not about short pieces of fiction found in the world that make them appear more real, but rather when the game/story is about that fiction within fiction. Frame story or any other framing device does not automatically make things metafiction either.
