Opaque water

Player can't see what's underwater before going there, as if all water surfaces were covered by an opaque film of something.

Although this makes sense beyond a certain distance, not being able to see something right near the surface even is unnatural in most cases.

This can have several reasons for being in there.
1) Performance. Opaque water does not incur performance hit like partially transparent water does.
2) Uncertainty. Player can't see enemies moving just below surface.
3) Technical. Engine does not support transparent surfaces.
