Generally turn-based games are this by default, though even they can have limitations on it, such as timed turns.
Other common passive games are adventures, puzzles, most traditional games (card & board games), management games, etc.
This kind of gameplay is possible in some twitch games even, by only engaging easy targets, using mostly auto-attack if such is available, limiting exposure to conflict, etc. Thugh such is likely frowned on if the game is cooperative/team game. Camping is, depending on the game, a form of passive gameplay.
NOTE: This should probably be split into the kind where you can set your own pace completely and those that largely progress without user intervention (idle gameplay?).
