The term comes from superhero comics where instead of one notable antagonist, a group of unrelated antagonists take jabs at the protagonist. Possibly even banding together against the protagonist.

This was usually done in comics and TV series to make a long run of episodes or comics more varied so people wouldn't get bored of single antagonist but also making the same antagonists re-appear later on. In video games, movies, and other one-shot media this usually occurs with several normally primary antagonists serving as secondary antagonists, paving the way towards the true mastermind of the whole events. Mostly happens with tie-in games as people want to see their favourite antagonists and the developer/publisher can't decide on one lone antagonist to pick, so they pick them all.
