Shows the possible area or locations in which something will land, such as the possible area where a thrown grenade would fall. Visualizes an area where something will land rather than its exact position.

Implies randomization is used in determining the exact location.

This may be simulation of natural inaccuracy in the things launching whatever is scattering, or an attempt from the launcher to carpet the area overall.

If the carpet bombing or similar affects everything in the shown area regardless of where the things fall, then it is not scatter indicator but rather AoE indicator (the carpet bombing is just visual gimmick).
