There may be more than one actual save slot if the game has player profiles, but each player would still have one slot for themselves rather than one shared by all.

One save per storage device is partially covered by this, such as removable memory cards as used by PSX/PS2 and other consoles.

On any platforms that support multiple logins, this likely has one per one of those if no in-game profiles exists.
