This is actually playability feature as oftentimes players would want to completely stop. However, instead of providing some automated function to stop all relative motion, space has been given friction, requiring any craft to maintain constant acceleration or stop completely.
Clear from any craft maintaining engine burn even after they've reached their intended movement speed, instead of cutting off the engines as real spacecraft (and probes) do.
Actually comes from ignorance or people trying to (unnecessarily) maintain some familiarity with aircraft or more earthbound vehicles for which the constant acceleration is required (lest they plummet to earth or stop moving).
