Although pretty much always seen with numbers 1 to 9 being placed in a grid of 3x3 (or rather 9x9 split into 3x3 segments), there's no math involved.
The only criteria to win is to have the same symbol appear only once horizontally or vertically on single row or column or its particular 3x3 segment, so instead of numbers you could be ordering any other symbols as well and you'd be using exactly same logic to win the game.
Note that technically this could use letters A to Z or anything else and have grid of appropriate size for it. The 3x3/9x9 setup is because of the commonly used 1-9 numbers.
