Generally when the interaction goes beyond what is the norm, though fixing a malfunction not included.
Preferably a more specific tag should be used when possible (as in, if there's a tag for the thing, use it instead of this).
For guns: aiming, shooting, select fire, and reloading are the norms.
For most tools: simply using them is the norm.
Most obviously this is when player can adjust the tools on the go in various ways...
Examples:
* Calibration
* Adjusting sights closer or farther away
* Shortening or lengthening barrel, pole, or such
* Checking ammo by opening bolt, detaching a magazine, etc.
* Adjusting parameters such as voltage, amperes, frequency, magnitude, etc.
* Designating energy consumption per charge
* Multi-phased reloading, charging, etc.
