Since there's a delay between placing the order and actually delivering it, this causes certain uncertainty on the delivery if it needs to be paid part or in full before the delivery.
If the player is the one receiving the order, then this functions as a optional task (if they can refuse it), a challenge, or an opportunity for increased sales.
Also this may exist to combat issues with current availability, so customers (whether players or NPCs) can still get what they want, albeit at a delay.
