Includes research, upgrades, or such for things that shouldn't really need it. Ability to jump, dodge, block, etc. are excellent examples of this.

This is for things that shouldn't need learning to do at basic level. Learning to get Good at them makes sense, but when the thing is completely unusable and/or ineffectual without training does not.
