Usually this is limited to how readily the units respond to nearby emergencies, such as doing nothing unless you specifically tell them to, countering any nearby emergencies (a service man dousing fires or returning fire if shot at), or actively seeking to counter such threats preemptively.
This is NOT for cases where the adjustment also causes the units/characters to take less care of themselves (as in, reducing their ability to defend themselves while increasing attack power or vice versa).
