UVL: Partial title listed

Obvious when a box shot or titlescreen image is included that has the whole title. Mostly an issue with titles in non-roman alphabets (e.g. cyrillic, kanji, etc.) that aren't trivial to write for non-natives.

If the title can't be written the same way due to limitations of UVL, use technical limitation tag instead.

This is a maintenance tag for games that need to have their full title included and thus can be removed once that is complete (no game should stay tagged with this indefinitely).
