Directly from the manual:

The surface of the earth has been ravaged by thermonuclear war. As one of the survivors you are confined underground in a labyrinth of inter-connecting tunnels. Unfortunately these tunnels are infested with mutations which will kill you unless, destroyed. You are armed with a limited supply of dynamite with which to blow holes in the tunnel floor. The mutants being of restricted vision are killed by falling through the holes. The deeper you venture into the labyrinth, the stronger the strain of the mutants and the further they need to fall to be destroyed. You have a limited amount of energy with which to rebuild the holes if you find yourself trapped. Happy hunting!
