Gameplay of Aggression is built on two levels – strategic and tactical. At the strategic level, the player governs the chosen country, mobilizes armed forces, moves armies and historical figures. When war breaks out, the player plans the course of attacks and organizes defenses; when the two sides meet in battle, the player is transported to a tactical map where he takes control of the army involved in the encounter, as he would in a classical RTS game.

The alternative course of historic events is an important gameplay element: for example, the player can create a Communist or a Nazi government in Great Britain, or, when playing as Russians, unite with Germany against the west.
The objective of the game is to capture all the cities on the strategic map or be the first to develop atomic weapons (historically, it is the atomic bomb that put an end to the age of Total Wars). As soon as any other country, besides the player, develops the bomb, this signals the beginning of cold war and ends the game.
The distinctive trait of the gameplay process of "Aggression" is that the player gets to make all the decisions when running a country. The player has access to politics, economics, technologies, army maneuvers and really feels like a leader of a nation. Despite all the possibilities, running a nation in Aggression remains simple and easy to learn – most controls have flexible settings, which allow the player to set their own level of control on any parameters, or to set up an automatic mode.

Some have proposed that the protagonist himself is Yith but this ignores how the Yith work (they swap minds across time and space, usually for purposes of study). You will draw upon your skills in exploration, investigation, and combat while faced with the seemingly impossible task of battling evil incarnate.

Other than fighting, you have the ability to interact freely with characters and the gaming environment. To increase the sense of immersion, there is no interface or 'HUD' on screen at any time during normal gameplay. Instead, more intuitive methods are available for you to assess your condition, ammunition levels, and other relevant information. The combat within the game is extremely realistic, with a detailed damage and healing system that breaks down the healing process into conditions and treatments - rather than having the typical FPS 'health packs' lying around everywhere.

The game also allows you to stamp your own style onto the proceedings via an advanced AI system that can react to your method of play. Cthulhu enemies can roam freely around the environment - opening doors and tracking you down single-handedly or in groups. To stay alive you won't just be able to outshoot them, you'll need to outthink them as well.

You will have to keep your mental health in check as you are exposed to the increasingly shocking images of the Cthulhu Mythos. The player must take care not to hit innocent bystanders, including women, children, and pets strolling down the street. There are also two indoor scenes, including a warehouse filled with TNT and the finale that takes place inside a bank. Capone was released in the early years of the Amiga, and had a very unique look for its time.

Although the major selling point of Capone was it was the first light-gun game available for the Amiga, players could also play entirely with a mouse. During mouse play, a cross-hair cursor appears on screen. Firing is accomplished simply by hitting the mouse button, or trigger on the light-gun.***
