This can be viewed as somewhat unscrupulous, since you're essentially blocking content unless the player plays (and therefore buys) the first game. But same could be said of other imports that do not so obviously limit the content (e.g. story import does not intentionally block content, but rather assumes a "default" story if no story is imported, which essentially blocks content that would be available if you had played the original game differently than the default story assumes).
Note that this does not really transfer any data, only provides "unlock codes" that allow access to content that already was there but player wasn't allowed access to. Unlike other data import, this may require manual input of said unlock codes, but can also be automated in fetching them from existing saves.
