A failed super weapon experiment eradicates 100% of the population on the ground; all life on earth is gone except some badly wounded survivors in water colonies.
Monsters, failed super weapon, dissolved in to the scourged earth. A new race has been born from the remains on earth and the survivors from the water colonies mutate after the accident.
