The "random" spread effect may occur due gun recoil, but it still only shoots where the gun points at those points, nowhere else.
This does NOT mean that the weapons shoot exactly at the same spot on the screen, only that they shoot exactly where the gun points at. So if the character is waving the gun around wildly, then the shots will likely fire around equally uncontrollably.
