Generally speaking, an explosive device that is in contact with a physical object has a significant amount of its explosive potential buffered by that very object, even against that object itself. Thus, air bursting removes the object itself from buffering against the explosion and receives much greater overall force of the explosion as well as that object not protecting other potentially wanted targets of opportunity from being hurt.
