This does NOT guarantee that the barest scrape will cause full damage. Only that the actual damage potential is always the same but may still vary where reasonable (e.g. enemy blocks it, or their armor soaks part of it, etc.). That said, hitting someone squarely on the face and doing it again should not cause any fluctuation.

Actual effectiveness may become less reliable if damage simulation takes a step forward and considers what you actually hit in greater detail besides "chest" or "arm".
