Not to be confused with the dumb sound middleware. The DUMB game engine is unrelated.
The many graphic improvements are simple but run on a 486@33MHz without a dedicated GPU. The engine can animate all textures without slowing down. Probably the most significant feature is the ability to alter the shape of the game world while the game is being played, again, without slowing down on a 486@33MHz. This was done in a limited fashion with some games using the original Doom engine (moving platforms, walking under bridges, etc) but a required much faster CPU and very few instances of world shaping. With the DUMB engine, anything a Doom level editor can do can be done with scripting while the game is running. More than just altering the shape of the level's structures, a seamless world is a realistic option; levels can be 'drawn in' as needed.
