Think of it this way, a character's attack rating at max level is 120 with a basic sword. However, give him a holy sword +1 and his attack rating jumps to 800. Even at say level 5 his attack rating would be at whopping 600 with this weapon. This is applicable to all or most usable items out there.

Most MMORPGs are equipment-based.
