This is a common restriction of "Freeware" games. These are Proprietary
Regardless of stated or unstated license of any type, legally, vagueness, error or contradiction, any time a copyright holder has stated any type of commercial restriction, this tag applies.
Generally a non-commercial restriction is complete but sometimes an author chooses to limit the restriction to very specific circumstances such as not allowing a "publisher" to do so or forbidding inclusion in a "commercial compilation". This tag applies in all such cases.
