Usually this exists as integral part of social simulation games where player must plan out the day's activities carefully.
If this is freeform and there's really nothing "lost" from simply waiting around (e.g. shops/jobs are open only at specific times), then it's not time management. However, if there's notable aging or other factors that make lost time actually lost, then time management becomes an important factor.
Possible causes why time management is important include aging, seasons (indirectly), hunger, etc.
Not to be confused with time limit.
