Includes cat o' nine tails, scourge, and others. As well as long-ish chains and ropes with possibly something attached at the end. Most flails and similar should probably be considered too short for this.

Prime candidates for this are long rope-ish weapons that tangle or stop at the first thing hit, but games have a habit of making every weapon cleave through all opponents as if they were nothing more substantial than air, so this should not be a limiting trait.

Whips not used as weapons usually belong to what grappling hook tag describes.
