Mostly for cases where this change is visible, and not just some brainwashing or installation of cybernetic implants that function as a wide array of weapons or other tools.
Other cases not so much and also cases where this is indistinguishable from most other characters in the game. Instances falling under this exception are things like Marvel's Wolverine.
Only cases where the characters still maintain part of their human-like appearance. Characters turned into full-blown monsters or walking cybernetic husks (with only a brain or something equally small hidden beneath all the steel and wire) should not really apply, even if it's for the same purpose.
Some of the creatures in Resident Evil are a good example of this.
Cases where the character maintains fully human appearance but can then "transform" into their fully monstrous form may also apply.
We can practically ignore all these limitations if the _theme_ is featured noticeably enough in the game, but should maintain that the characters gain some inhuman features with their abilities. Other cases fall too much into the domain of superpowers with brainwashing thrown in, such as with Cloud Strife of Final Fantasy fame.
