Reproduces a certain type of retro look by introducing scanlines to the display, where every other line or column is dimmed or even completely blanked.

Name variations: Artificial interlacing

Sometimes incorrectly called interlacing, which can produce similar but not the same effect at times. What interlacing actually is, is when only every other line is updated on each screen refresh (swapping odd and even lines with each refresh), creating a sort of shutter blind like effect (every other line still shows the previous out-of-date frame) when it happens slow enough but otherwise being imperceptible.
