The health regeneration happens at a noticeable pace but may still benefit from use of healing items in a tight spot. Usually regeneration to full health happens fast enough that even somewhat impatient player can easily wait for it to finish when not in danger of taking damage, but still requires waiting say 30-90 seconds depending on the general pace of the game.
Usually this means that player regenerates to full health between battles if there's some time between them, usually a healthy jog across a field, but won't do any good if subsequent battle starts within a minute or so.
