Attacking non-aligned bystanders does not count, only those who are allies at the time of attack (this may make them enemies after the attack). Non-combatant penalty may apply in cases of harming bystanders.

Generally speaking this means that unchecked fire or attacks can have consequences besides killing enemies as it can harm or fatally wound allies as well.

The first Friendly Fire video game was released in 1979.
