Player can attack their own side purposefully or by accident or be attacked themself in similar manner.

Attacking non-aligned bystanders does not count, only those who are allies at the time of attack (this may make them enemies after the attack). Non-combatant penalty may apply in cases of harming bystanders.

Generally speaking this means that unchecked fire or attacks can have consequences besides killing enemies as it can harm or fatally wound allies as well.
