Work sites need workers and player can assign and re-assign those workers at will. Likely involves managing a limited workforce.

Alternate name: Worker placement

Without this factories, farms, etc. do their job as long as the structure is up regardless of almost anything else.

Examples:
* Bakeries need bakers
* Forges need smiths
* Windmills need millers
* Shops need clerks
* Farms need farmers and/or herders
* Hunting cabins need hunters
* Logging cabins need woodcutters
etc.

These can either be specifically trained or hired for the purpose, or they may be generic workers who become the appropriate profession once they settle into the work site.
