The first video game about Workers was released in 1994.

Electronic Arts, 2K Games and Paradox Interactive has published most of these games

Without this factories, farms, etc. do their job as long as the structure is up regardless of almost anything else.

Examples:
* Bakeries need bakers
* Forges need smiths
* Windmills need millers
* Shops need clerks
* Farms need farmers and/or herders
* Hunting cabins need hunters
* Logging cabins need woodcutters
etc.

These can either be specifically trained or hired for the purpose, or they may be generic workers who become the appropriate profession once they settle into the work site.
